In short
Softsilver Ore is a level 90 Miner ore or stone gathered from a single legendary node in Ultima Thule. It opens at 04:00 and 16:00 Eorzea time and stays up for 2 Eorzea hours, which is about 6 real minutes. The node stays hidden until you've read the Celestial Mining Folklore tome.
About Softsilver Ore
A decent-sized piece of rock containing a naturally occurring mix of silver and quicksilver.
Softsilver Ore smelts into Softsilver Ingot, used across the Diadochos crafter and gatherer tools and accessories, the final Endwalker gear tier. Good catch-up gear for a level 90 alt before Dawntrail.
The node needs 3,850 Perception and the Tome of Geological Folklore - The Sea of Stars.
It shares a node with Prime Fossilized Dragon's Scale at Ostrakon Deka-okto in Ultima Thule on the 4:00 and 16:00 window. The scale wants 4,000 Perception.
