In short
Raw Rutilated Quartz is a level 90 Miner ore or stone gathered from a single legendary node in Garlemald. It opens at 06:00 and 18:00 Eorzea time and stays up for 2 Eorzea hours, which is about 6 real minutes. The node stays hidden until you've read the Northern Mining Folklore tome.
About Raw Rutilated Quartz
An uncut, unpolished stone containing what appears to be rutilated quartz.
Raw Rutilated Quartz cuts into Rutilated Quartz, a key gem in the Indagator's crafter and gatherer tools and the Rinascita combat gear, Endwalker's mid-expansion crafted tier. All of it is level 90 crafting now, so think glamour and leveling rather than current stats.
The node needs 3,600 Perception and the Tome of Geological Folklore - Ilsabard and the Northern Empty.
It shares a node with Raw Zoisite at Tertium in Garlemald on the 6:00 and 18:00 window. Zoisite wants 3,625 Perception, so meet that and you clear both.
