In short
Hard Water is a level 80 Miner crafting reagent gathered from a single legendary node in Kholusia. It opens at 04:00 and 16:00 Eorzea time and stays up for 2 Eorzea hours, which is about 6 real minutes. The node stays hidden until you've read the Vrandtic Mining Folklore tome.
