In short
Solstice Stone is a level 80 Miner ore or stone gathered from a single legendary node in Il Mheg. It opens at 02:00 and 14:00 Eorzea time and stays up for 2 Eorzea hours, which is about 6 real minutes. The node stays hidden until you've read the Vrandtic Mining Folklore tome.
