In short
Purpure Shell Chip is a level 80 Miner ore or stone gathered from a single legendary node in The Tempest. It opens at 06:00 and 18:00 Eorzea time and stays up for 2 Eorzea hours, which is about 6 real minutes. The node stays hidden until you've read the Vrandtic Mining Folklore tome.
