In short
Hawk's Eye is a level 70 Miner ore or stone gathered from a single legendary node in The Ruby Sea. It opens at 06:00 and 18:00 Eorzea time and stays up for 2 Eorzea hours, which is about 6 real minutes. The node stays hidden until you've read the Othardian Mining Folklore tome.
