In short
Red Alumen is a level 60 Miner crafting reagent gathered from a single legendary node in Azys Lla. It opens at 10:00 and 22:00 Eorzea time and stays up for 2 Eorzea hours, which is about 6 real minutes. The node stays hidden until you've read the Abalathian Mining Folklore tome.
